AISC Chapter 7, Case II - Neutral Axis at Center of Gravity:
The following uses the elastic method for calculating shear force on a bolt in a connection with eccentric loading normal to the faying surface.  The following calculation uses Chapter 7, Case II, which is the more conservative approach, and places the neutral axis at the center of gravity, CG, of the bolt group.
     
Distance from the center of gravity of bolt group to the direct shear force (e - in or mm)
Direct shear force (Pu - kips or kN)
Number of bolts in the connection (n)
Number of bolts above the neutral axis (n1)
Moment arm between resultant tensile force and resultant compressive force (dm - in or mm)
